§ Mr. RifkindThe question of whether or not to lease Henderson island to Mr. Ratliff is still under discussion. The preservation of the island's environment is one of the many complex issues raised by Mr. Ratliff's proposal which still have to be resolved. Mr. Ratliff's offers include the construction of a small airfield on Pitcairn island at cost only, the provision of an air mail service and improved cargo supply facilities.
