asked the Secretary of State for Transport if he will review the specifications for motorway and interchange designs used in the United Kingdom compared with those used in the United States of America, France and West Germany and assess the comparative costs of construction and maintenance, longevity and utilisation.

No. The specifications of motorways and interchange designs of France and West Germany are reviewed in relation to United Kingdom practice as a routine activity of the Department through it membership of the Permanent International Association of Road Congresses. Practice in the United States f America is more difficult to review because each stat develops its own standards. Countries do not provide comparative data on costs of construction, maintenance, longevity and utilisation.
