Friend takes account of all relevant factors including, where pertinent, the report of any recent inspection of the schools concerned by Her Majesty's inspectors and conclusions from their published surveys. He considers all such proposals on their individual merits, attaching weight to each factor and the available evidence according to the circumstances of the case.
