asked the Secretary of State for Social Services how many deaf children who are unable to communicate ordinarily are in the care of local authorities; what steps are being taken to ensure effective communication with them; and if he will make a statement.

This information is not held centrally. when assessing a child for placement, local authorities have to consider a wide range of needs including effective communication. The resources available locally have to be appropriately drawn together to match the individual needs of the child.
