asked the Secretary of State for the Environment when the Minister for Housing and Construction proposes to reply to the letter sent to him on 11 January by the hon. Member for Leicester, East regarding obstacles being placed in the way of tenants wishing to buy their council houses in the Rowlatts hill area of the city of Leicester.
