§ Mr. John MooreI have general responsibilities for all aspects of the coal industry. Specific questions concerning the enforcement of safety standards in mines and the investigation of accidents are however the responsibility of the Health and Safety Executive. In relation to the making of safety regulations incorporated in Local statutory instruments, I exercise ministerial powers jointly with the Secretary of State for Employment.
