Mr. Higgins

asked the Minister for Trade who is responsible for regulating aircraft flights below the airspace controlled by the Civil Aviation Authority; and what limitations are imposed on the number of such flights and their routes to prevent nuisance from aircraft noise, particularly at night.

Aircraft flights outside controlled airspace are regulated by The Rules of the Air and Air Traffic Control Regulations 1981—S.I. 1981/34, made under section 60 of the Civil Aviation Act 1980—the enforcement of which is the statutory responsibility of the Civil Aviation Authority. There are no statutory limitations or restrictions on the number of these flights or their routes provided they are carried out in accordance with the regulations in force for the area in which they are flown.
