§ Sir George YoungThe authorities have been given full details of our offer, with a deadline of 21 March for acceptance. The only authority who has replied so far has accepted the offer. My right hon. Friend will shortly be seeking the House's approval for a spring Supplementary Estimate enabling the first payments of grant to be made in the present financial year.
