As a general principle do not think it is in the public interest for Ministers to disclose information which is not required to be placed on public record, such as that which is normally confidential as between a Building Society and its borrowers. Although with the consent of the two parties, it may occasionally be 373W appropriate to do so—as one of my predecessors did in answer to the hon. Member on 12 April—[Vol. 40, c. 370.]—I regard such circumstances as exceptional.
