§ Mr. David MitchellMy Department and the Department of Trade, which until recently had the policy responsibility, have received expressions of concern at the potential effect on the environment of our proposed relaxation of the present ban on advertising by captive balloons. However, there have been few if any complaints to us about actual cases of such advertising.
