No. Despite the flexibility shown by the West in proposals put forward, and our clear desire to negotiate seriously, the Soviet Government have been stalling. We continue to believe, however, that the Russians will recognise that agreements providing for balance at lower levels of nuclear weapons are in their longer term interests.
