Dr. Cunningham

asked the Secretary of State for the Environment which metropolitan district councils have given him quantified estimates of the staff and financial savings which they could make on services which would be transferred to them from the existing metropolitan county councils in the event of the proposals contained in Cmnd. 9063 being implemented.

asked the Secretary of State for the Environment if, under the proposals outlined in Cmnd. 9063, "Streamlining the Cities", district councillors serving on joint boards in metropolitan areas of England will be personally responsible in law for decisions they may take on those boards, or if the responsiblities will lie with the district council which appoints them to those boards.

Members of joint boards, like members of local authorities, will be individually responsible for ensuring that their actions are lawful; they will be accountable to the district or borough councils which appoint them.
