§ Lord Jenkins of Putneyasked Her Majesty's Government:
Whether an air raid siren was sounded in Whitehall on 22nd October by a body called the Coalition for Peace Through Security; and whether, if no action was taken against this organisation, it is within the law for any citizen or organisation to sound an air raid siren, however amplified and widely heard, providing the siren is located in or on premises legally occupied by those sounding the siren.
§ The Parliamentary Under-Secretary of State, Home Office (Lord Elton)My right honourable and learned friend the Home Secretary understands from the Commissioner of Police of the Metropolis that the sound of an air raid siren, or of a tape recording of an air raid siren, was heard in Whitehall on 22nd October and appeared to come from the building in which the Coalition for Peace Through Security has offices. There are no specific legal controls on the sounding of air raid sirens as such, although under the Control of Pollution Act 1974 a local authority or an individual in a nearby building may take action where noise from premises amounts to a statutory nuisance.
