§ Mr. PymYes. The NATO countries believe that limits on intermediate range nuclear missiles should apply globally. The SS20 missiles are mobile and could be transplanted across the Soviet Union in a short time; in addition they can target western Europe from Asian sites well to the east of the Urals; nor do the NATO countries wish to transfer the threat posed to them by SS20s to their friends in the far east.
