What progress has been made with the multi-department review of the control of running costs referred to in the White Paper on Efficiency and Effectiveness in the Civil Service (Cmnd 8616).
§ The Lord Privy Seal (Baroness Young)The review has been completed and a report made to the Prime Minister by Mr J. S. Cassels, CB, Second Permanent Secretary, Management and Personnel Office. The report's recommendations, which are accepted by the Government, are designed to clarify responsibilities for the management and control of departmental running costs, with a particular emphasis on delegation to line managers and the development of cost centres. It has been circulated to all departments and copies have been placed in the Library of the House.
