§ Mr. Masonasked the Secretary of State for Social Services if he will increase funding to the Trent regional health authority.
§ Mr. Kenneth ClarkeI refer the right hon. Member to my reply to the hon. Member for Dearne Valley (Mr. Wainwright) on 19 April 1983. [Vol. 41, c.154–5].

§ Mr. Masonasked the Secretary of State for Social Services if he is satisfied that the allocation of central funding to regional health authorities has been equitable.
§ Mr. Kenneth ClarkeYes—over the last four years.
§ Mr. David Atkinsonasked the Secretary of State for Social Services if he will make a statement on the decision by Trent regional health authority not to put ancillary work out to private contractors, until changes are made in the model contracts issued by his Department.
§ Mr. Kenneth ClarkeNo such decision has been made. Because of inaccurate reports to this effect, I am writing to regional chairmen assuring them that there is no need to hold up tendering arrangements until the model contracts are finalised.
§ Mr. David Atkinsonasked the Secretary of State for Social Services what discussions he has had with regional health authorities regarding the preparation of model contracts for the contracting out of ancillary services to private contractors.
§ Mr. Kenneth ClarkeModel contracts were included with other draft documents sent to RHAs following the Statement to the House by my right hon. Friend on 17 February — [Vol. 37, c. 484–93]. This consultative process is almost complete and I intend to issue the circular with model contracts attached next month. I am glad to say that a number of constructive suggestions have been made on technical details but no real difficulties have emerged. The model contracts will not of course be rigid standards for all authorities and individual authorities will be free to adopt minor amendments to meet their own requirements. There is also no reason why progress on the policy need await the final circular and model contracts and I am glad to say that many Authorities are already actively considering how best to proceed.
