§ Mr. Buchanan-SmithI shall write to the right hon. Member when all the information on the cost of rod licences granted by water authorities is available. The possible introduction of a national rod licence has been considered several times in the past, but each time has been rejected on the grounds that such licences would inevitably be more expensive than the average single-area licence and would be more costly to administer.
