asked the Chancellor of the Exchequer if he will consider zero-rating the telephone service for the elderly, the disabled, the housebound and poor people in view of the reduced provision of telephones under the Chronically Sick and Disabled Persons Act by social service departments run by local authorities.

No. Such a relief would involve extreme difficulties in definition and control and could not be justified in a broadly-based tax such as VAT.
