asked the Secretary of State for the Environment what would be the savings if the public buildings under his Department 's control were to be insulated up to the recommended standard.

Sir George Young:

The varying ages of the existing buildings and the differing methods by which they were built imposes practical limits on the extent to which additional insulation can now be applied. Therefore, the criteria applied for insulation, and other energy conservation work, is the cost effective employment of resources.

The property Services Agency estimates that savings of £5 million per annum (at 1981–82 prices) are available from the remaining insulation work and complementary measures to plant and control systems.
