40. Mr. Bendall

asked the Secretary of State for Foreign and Commonwealth Affairs when he expects the discussions in Madrid on the Helsinki agreements will be concluded.

Mr. Hurd

Our objective is to achieve a substantive and balanced concluding document covering all areas of the final act. We hope that it will be possible to reach agreement on such a document. But, together with our allies, we have tabled a number of constructive proposals for inclusion in the document and the conference will need time to give them serious consideration.

43. Mr. Lawrence

asked the Secretary of State for Foreign and Commonwealth Affairs whether any progress has been made in the discussions in Madrid on the Helsinki agreements since their resumption.
