§ 40. Mr. Bendallasked the Secretary of State for Foreign and Commonwealth Affairs when he expects the discussions in Madrid on the Helsinki agreements will be concluded.
§ Mr. HurdOur objective is to achieve a substantive and balanced concluding document covering all areas of the final act. We hope that it will be possible to reach agreement on such a document. But, together with our allies, we have tabled a number of constructive proposals for inclusion in the document and the conference will need time to give them serious consideration.
§ 43. Mr. Lawrenceasked the Secretary of State for Foreign and Commonwealth Affairs whether any progress has been made in the discussions in Madrid on the Helsinki agreements since their resumption.
