asked the Secretary of State for the Environment if he will make arrangements to make the special funds available to local authorities up to April 1983 still available for some time after that date at least if unforeseeable delays occur.

The terms of the Local Government, Planning and Land Act 1980 require prescribed expenditure allocations to be made in respect of a specified financial year. But authorities are permitted to carry forward 10 per cent. of unused allocations to the subsequent financial year in order to cover such eventualities as unforeseen delays, and this will apply to the additional allocations now being offered as to any other allocation.

Mr. George Cunningham

asked the Secretary of State for the Environment for exactly what purposes the special funds available to local authorities before April 1983 may be applied; and in particular if such funds can be used for the modernisation and repair of old houses already acquired by a local authority.

Mr. Stanley

Applications may be made for additional allocations for any capital expenditure projects, including capitalised repairs and improvements to dwellings owned by a local authority, either purpose-built or acquired.
