asked the Secretary of State for the Environment what is the average amount of time taken by the Commission for Local Administration to report on complaints referred to it by local councillors.

Mr. King

The latest report of the Commission for Local Administration in England records that for those complaints which were the subject of a formal report—11 per cent. of the total considered—the average time in 1981–82 from the receipt of the complaint to the issue of the report was 38 weeks.
