asked the Secretary of State for Employment which advertising company has been commissioned by the Manpower Services Commission to advertise the new community programme; and how much it is being paid.

the Manpower Services Commission appointed the Central Office of Information to handle the advertising to assist the launch of the new community programme. the agency contracted by the Central Office of Information to carry out this work is Saatchi and Saatchi Garland-Compton Ltd. This firm has provided agency services for the Manpower Services Commission since October 1977. the details of individual contracts are confidential, but the agency is paid on a commission basis, as is customary in the advertising industry.

asked the Secretary of State for Employment which organisations have made a firm commitment to provide places on the community programme; and how many they are providing.

Details of the organisations which have made commitments to mount community programme projects are not available. On 8 November, 4.041 places had been approved. In addition, 160 local authorities and voluntary organisations have signed agreements for places under agency arrangements or have given other commitments which would provide a total of 60,000 places.
