asked the Secretary of State for Employment how many people are currently on each of the temporary employment measures in (a) Wolverhampton and (b) the West Midlands; and what are the comparable figures for the same period in 1979, 1980 and 1981.

[pursuant to his reply, 8 November 1982, c. 76]: It is not possible to provide the information exactly in the form requested. The table below shows details of the number of people being supported at the end of September in each of the years requested.

For the purposes of the scheme, unless otherwise stated, the figures for Wolverhampton relate to the travel-to-work area which consists of Wolverhampton, Bilston and Wednesfield. The West Midlands is defined as the West Midlands metropolitan area, Herefordshire, Worcestershire, Staffordshire, Warwickshire and Shropshire.

* The figures relate to the number of workers sharing short time to save potentially redundant jobs covered by applications that were current in each September.

† The figures relate to the number of entrants in the area administered from the Wolverhampton No. 1 area office of the special programmes division of the Manpower Services Commission. The regional figure relates to the Wolverhampton (two offices), Birmingham and Coventry offices.

‡ No unit has been established in Wolverhampton. The figure for the West Midlands is for those supported by the units at Birmingham and Coventry.

║The figures represent the number of filled places at the end of each September. For 1981 the figures relate to the area administered from the Wolverhampton No. 1 area office of the special programmes division of the Manpower Services Commission. The figures for 1982 relate to the employment service division area administered from Wednesfield jobcentre.

¶ The figures are for the total number of applications approved since the start of the scheme in January 1982. The regional figure relates to the Midlands as a whole as figures for the West Midlands are not kept and could only be obtained at disproportionate cost.

• The enterprise allowance is at present restricted to certain areas; Wolverhampton is not included in the pilot trials. The regional figure relates solely to the Coventry pilot trial.

N.B. Since September 1979 certain special employment measures have finished and statistics on these schemes could only be obtained at disproportionate cost. Small firms employment subsidy closed for applications on 31 March 1980. The special temporary employment programme was replaced on 1 April 1981 by the community enterprise programme.
