§ Mr. HayhoeIt is not possible to provide a definitive and exhaustive list of topics on which I might exceptionally, on grounds other than cost, decline to answer questions. But, by way of example, I would decline to answer questions which would entail disclosure of personal confidential information, or information supplied by outside organisations on a confidential basis. I shall continue to consider each question carefully with the intention of being as helpful as possible.
