§ Mr. WaddingtonThe number of visits which might be paid to establishments manufacturing highly volatile chemicals or gases where there is a risk of explosion would depend on several factors, including the potential hazard to employees and the public, the existing standards of health and safety within the establishment, an assessment of the confidence the inspector has in management's ability to discharge its duty of complying with the law, and the resources available to the Factory Inspectorate.
