What were the terms of reference given to the two observers sent by the Foreign Office to the recent elections in E1 Salvador; and whether they were asked to assess whether there could be a valid expression of public opinion without the participation of the Left-wing parties and the organisations of the people (e.g. trades unions, co-operatives et cetera).

The terms of reference are set out in the observers' report, a copy of which was placed in the Library of the House on 22nd April. They were asked to form a judgment as to whether the elections constituted a valid test of public opinion in E1 Salvador.
