§ Mr. Neil MartenIt was decided in 1979 in the light of the Government of Vietnam's policies on human rights and other issues that no further United Kingdom bilateral aid should be given to Vietnam. The circumstances have not changed, and consequently there has been no resumption of United Kingdom aid—food aid or other—to Vietnam.
