§ Mr. WigginFor the defence estate, energy conservation measures requiring capital investment are normally carried out by the Property Services Agency on behalf of the Ministry of Defence, which allocates funds for the purpose. There is no minimum rate of return, but at present the majority of schemes have a pay-back period of up to five years.
