§ Dr. BoysonThe responsibility for planning primary and secondary education in their area rests with local education authorities in consultation with voluntary bodies providing or wishing to provide schools. If a voluntary body wishes to establish a voluntary school, it is for the promoters to publish proposals, after consultation with the local education authority, under section 13 of the Education Act 1980. My right hon. Friend then decides each proposal carefully on its merits.
