asked Her Majesty's Government:

Whether all the functions now carried out by the Public Trustee could not be carried out by the private sector at lower cost.

The Public Trustee operates at no net cost to the Exchequer. A transfer of all his functions to the private sector would depend on satisfactory arrangements for the acceptance of the large number of inherently unprofitable small trusts as well as the more remunerative work. If my noble friend has any proposals to make to overcome the difficulty the Government would be willing to consider them.
