§ Mr. Bruce-Gardyne[pursuant to his reply, 8 March 1982, c. 305.]: Whilst it is never possible to be certain that all smuggling is prevented and all import prohibitions and restrictions are enforced, I am satisfied that Customs and Excise resources employed at Heathrow provide an acceptable level of enforcement.
