asked Her Majesty's Government:

Whether they continue to favour supplementing Security Council Resolution 242 to make it clear beyond doubt that the Palestinian people have the right to statehood based on self-determination, and not merely a just settlement of the refugee problem, since the latter would be inconsistent with the Venice Declaration; and what action is proposed by the EEC to this end.

The Venice Declaration contains an unambiguous statement of our view on the Palestinians' right to self-determination. We remain ready to consider supplementing Security Council Resolution 242 on this point if that would be helpful to peace and if such a move would be generally welcomed.
