§ Sir Keith JosephThe resources available for nursery education are constrained by what the country can afford but, when making allocations for local authority capital48W expenditure, account is taken of nursery education projects which would provide for children with educational and social disadvantage. Any proposals for Leicester would be considered on this basis.
