§ Mr. GrayAs a net exporter of oil, the United Kingdom has no obligation to maintain stocks under the International Energy Agency's arrangements. In the European Community, the United Kingdom has an obligation to hold stocks equivalent to 76½ days of the previous year's consumption. All such stocks are held and financed by the private sector. No special allowances are available to offset the associated costs.
