Mr. Bradley

asked the Secretary of State for Transport on what basis tenders will be invited for the supply of infill for the M4–M25 interchange; whether tenders will be invited to provide infill material from the Desford and Betteshanger collieries; and what consultations he has had with the environmental interests on the consequences for the designated site of special scientific interest at the Staines reservoir of a decision to provide infill for the motorway interchange from the reservoir.

I have examined very carefully with my hon. Friend the Under-Secretary of State for the Environment the possibility of seeking tenders on the basis proposed. But the risks and cost to this vital link in the London orbital road make it impracticable. I am, however, considering very carefully with the local planning authorities concerned whether use of fill from the North Staines reservoir would be environmentally preferable to any other available solutions. I understand that both the Thames water authority and the relevant planning authority are already in consultation with the Nature Conservancy Council.
