asked the Secretary of State for the Home Department whether, in furtherance of his policy of reducing the numbers in, prison he will introduce legislation to provide that persons imprisoned for failing to pay a fine of £40 or below in respect of minor offences, such as refusal to wear a crash helmet, should be released from prison.

No. The Government consider it necessary to retain imprisonment as a final sanction available in all cases of culpable default in the payment of fines.
