§ Dr. VaughanThe Institute of Directors suggested that every incentive which might induce larger investment flows and attract trade to the United Kingdom should be explored in detail. In particular, the institute proposed that332W consideration should be given to the establishment in the United Kingdom of a flexible system of bonded warehousing comparable to that now operated in the Netherlands.
