§ Sir Keith JosephThe recent report by Her Majesty's Inspectorate of schools was about the national pattern of provision as they observed it and the effect which that pattern has on educational performance. It was not a detailed assessment of the provision made in each and every local education authority, still less its performance, and did not name individual local education authorities.
