asked the Secretary of State for Employment if, pursuant to his reply to the hon. Member for Islington, Central (Mr. Grant) on 4 March, Official Report c. 222–224, he has any recent evidence to enable him to estimate the effect of wages council orders on the number of job opportunities available to young people under the young workers scheme.

Some employers have told us that minimum wage rates set in some wages orders inhibit job opportunities for young people by obliging them to pay wages which exceed the limits for young workers scheme payments. All members of wages councils have been asked to take account of the young workers scheme when they are considering rates for young people, and I would urge them to keep it in mind in their deliberations.
