asked the Chancellor of the Exchequer how many people there were in the United Kingdom during the 1981–82 financial year, with an income of £12,000 or more and who were outside the PAYE scheme; what was their total gross income; and how much tax they paid.

This group consists of people whose primary source of income is profits from self-employment or investment income. Those who have income from one of these sources, but also some earned income, are not included if that earned income is covered by a PAYE scheme. The income is shown after the deduction of losses, capital allowances and stock relief, but before the deducton of other reliefs—such as allowable interest payments—and personal allowances.
