§ Mr. Kenneth ClarkePlans for the construction and financing of a railway link to terminal 4 are the responsibility of the British Airports Authority, Greater London Council and London Transport.
The GLC and the BAA are safeguarding the site for a station at the terminal. We have indicated to the Greater London Council our willingness to support, through transport supplementary grant, any financial contribution it may decide to make to an extension of the underground to terminal 4 as part of London Transport's investment programme.
