§ Mr. Wigleyasked the Secretary of State for Wales if he will consider setting up a new appeals procedure for planning appeals against the decisions of local planning authorities to replace the planning appeals section of the Welsh Office with new machinery for appeal based upon small locally based boards of elected members who shall not participate in the taking of primary planning decisions by the authorities on which they are members.
