§ Mr. RifkindThis matter was raised at a meeting I had with representatives of the Convention of Scottish Local Authorities on 21 December to discuss housing finance, when I said that the Government would give due consideration to the problems facing authorities if they presented a case to us. A circular is being issued containing guidance on the special financial assistance which, as announced on 12 January, will be available to relieve authorities that would otherwise suffer an undue financial burden because of the effects of the recent severe weather.
