§ Mr. RifkindScottish Development Department circular No. 24/1978 on energy conservation in public sector housing drew attention to the need to insulate exposed water pipes and the tops and sides of cold water storage tanks in roof spaces that have been insulated. The standards adopted for council house modernisation are, however, a matter for individual housing authorities.
