Mr. Tilley

asked the Secretary of State for the Home Department what plans he has to add safeguards to the law relating to police powers of stop and search as recommended by Lord Scarman.

Mr. Mayhew

In his report on the Brixton disorders Lord Scarman expressed his agreement with the recommendations about powers of stop and search made by the Royal Commission on criminal procedure. The Government have the commission's report—Cmnd. 8092—under careful consideration in the light of responses to their consultative memorandum and of the debate on 20 November 1981.
