Mr. Henderson

asked the Secretary of State for Scotland whether he has any plans to implement, so far as concerns Scotland, the recommendations of the report of the working party on dogs; and what legislative provision would be required.

The wide-ranging recommendations of the working party in appendix A of the report would require substantial legislation. The Civic Government (Scotland) Bill, at present before Parliament, however, contains provision for local authority staff in Scotland to have specific powers to assist the police in their responsibilities for stray dogs under the Dogs Act 1906.
