asked the Secretary of State for the Environment what arrangements he makes for consultation with relevant local authorities on the monitoring and control of environmental threats in coastal areas; and what recent consultations have taken place in respect of the Solent area.

The arrangements made for consultation depend upon the threat involved: the local planning authority itself consults where development requiring planning permission is concerned, and I understand that the Southampton Docks and Harbour Board is consulting interested parties about the proposed mooring of a liquefied petroleum gas tanker in the Solent.
