asked the Secretary of State for the Environment if he will make a statement on the aims of his policy towards planning and development.

Mr. Giles Shaw

The underlying purpose of our planning policies is to reconcile protection of the environment with the promotion of economic recovery and provision for social change. In dealing with particular proposals for development we aim to strike an equitable balance between broader considerations of public interest and the needs and wishes of individuals. From all points of view we think it essential to ensure that the system works as speedily and effectively as possible.
