§ Sir Keith JosephAnnex B of the Green Paper "Alternatives to Domestic Rates" outlines various possibilities for alternative ways of financing the education service. The outline in annex B is intended as a basis for comment and consultation and it does not contain firm proposals. If a charge were to be made there would be detailed consideration of the funding arrangements for polytechnics.
